MINUTES OF CONDO TRUSTEE BOARD MEETING
April 10, 2014
The meeting was opened by Andy Habe at 8:00 A.M..
Members of the board present: Andy Habe, Roger Lange, Marianne Williams, Frank Lary
Member of the board absent: Romeo Berthiaume
The board met briefly at 8:00 A.M. to discuss the overall assessment of Dowding Landscaping and the work done for Olde Canal Village
during the past winter. All present agreed the work was very good and, although there were some questions regarding the snow removal,
it was agreed that the contract with J.R. Dowding would be renewed. Mr. Dowding arrived at the meeting at 8:30 A..M. and reviewed the
items in question with the board. He agreed to stock more salt this coming year and to push the initial snow further back in order to
leave room for subsequent snow placement. The new contract will have an optional plan in it regarding payment of snow exceeding the 70in
limit. Dowding also agreed to obtain a lawn spreader to spread the salt on the drives and walkways. He told the board that another plow
would increase the cost of snow removal by $10,000 to $12,000. The board determined that only those having medical necessities would
receive early removal of snow from driveways. Mr. Dowding will send Frank a new contract for approval by the board. Mr. Dowding will
return to Olde Canal Village to repair the damage to lawns following the initial cleanup by Village Green. He will reseed where necessary
and replace lost shrubs.
1. Cash flow was discussed and approved and the bill payment report was approved.
2. a. Marianne and Roger will meet on Wednesday, April 16, to begin the organization of material necessary for the
June election. Residents are again being urged to consider running for the board. Romeo has agreed to run again,
however, Frank is not going to run again as he and Pat are planning to move. This leaves an open spot.
The legal status of the board will be put in jeopardy if we do not have five members on the board. Residents
are reminded that one runs to be on the board, not for a position requiring a certain job. Responsibilities
are given to the members of the board as needed and they can be altered according to the needs and abilities
of the members. Notice of election will be delivered to all residents by April 30, 2014. Resumes of those who
would like to run must be turned in to Marianne or Roger by May 15, 2014.
b. Frank will prepare a cost savings management report for the June meeting.
3. #27 OCW- aeration problem. Frank reported that the Water Division of Uxbridge, the Uxbridge Plumbing
inspector, and Whitinsville Water all came to inspect the lines and they all reported that the aeration problem
is not in the outside lines leading to the house. Whitinsville Water cleaned out the box and purged the lines.
Their bill was $607.
The roof leaks at 34 and 27 OCW were patched but both roofs need to be removed and replaced. Frank is waiting
for an estimate for this work.
4. The work necessary to complete the sale of #43 NVD as requested by the inspector was completed by Dave.
5.a. May meeting will be May 8.
b. Dave will be inspecting and repairing the sump pumps, cleaning the gutters, spraying for ants,
and he will be staining the decks during the summer months. Roger is planning to purchase 70 gallons of stain.
Anyone wishing to stain their own deck can call Roger for a gallon of the stain.
c. Rework on the master deed cannot be done because it was drawn up by the contractor and it is legally bound to
remain as is.
d. Marianne and Romeo worked on the application for HUD renewal of certification. No notice has been received as of the date
of the meeting. Our current approval expires in June.
e. Andy received notice from Charter Communications that they will be on the property to upgrade the equipment.
6. a. Frank will provide the board with all the paperwork and records he has on file before he leaves the board.
b. Last year, the Department of Public Works informed the board that we were not in compliance with the water ban
decree. Residents are reminded that the water ban restrictions run from May 1st to September 30th. Sprinklers
are not to be on after 9 A.M. Residents cannot wash their cars between the hours of 9 and 5. Flowers can be
watered using a hand held sprinkler only. Any resident found not complying with these rules will result in the
Trust being fined by the town. All residents are asked to comply with the water ban and its stipulations.
7. The roofing issues need to be addressed as soon as possible. Andy noted that “it is extremely important
that we make the right judgments for the short and long term needs of OCV, discuss and take action-There is need to
increase our condo fees for the short and long term needs of OCV for current roof repair and future roof replacement,
general inflation and rebuilding our financial reserves.” This topic will be discussed fully in June.
8. Ed Machacz, Bob Crotty, and Jim Hayden have offered to help the board.
